The mechanism is binding because most of the original packing grease in the 
e brake cylinder bore has been washed out and there is likely corrosion on 
the e brake piston rod. UrS4.com has some guidance from Fred Munro how to 
better lubricate the mechanism.

BTW, with either a new or rebuilt caliper, the ebrake mechanism should 
function WITHOUT the return spring...Adding a bigger spring just addresses 
the symptom ( ebrake cam not returning to position) , not the root cause 
(lack of lubrication/corrosion in the mechanism bore).

Btw, the oem seal on the mechanism, breaks down over time (shrinks) which 
perpetuates the situation...
A good rebuild should replace the seal  and upgrade is replacing it with a 
transmission seal (similar to the crank seal) available from NAPA auto stores.
Unfortunately, since my hard drive died, I can pull up the part number.
