I think your mistaken, the North American cars have 1 bulb per lens with 3 prongs (2 filaments inside the bulbs), one filament for flasher, one for city lights.  Not sure about the Euro's, but I think they only have 1 bulb in the lens with 2 prongs, filament only used for flasher.

If I am not mistaken , the city lights are extra bulbs in the lens housing.
They are very low power units, and come on with the car.
Or maybe I am just thinking about another "euro" feature.

lights). Did you disable or bypass the DRL (Daytime Running Light's) voltage
reducer. This resistance cuts the DRL's down to 8 volts and reduces daytime
running light output, the ballasts for the HID's need a full 12 Volts. So
you have the option of either leaving this unit disconnected or splicing to
keep you DRL's.
