Thanks for the info on the Euro lights, perhaps the Canadian version is different than the US version (although I thought the North American models are all the same). My front headlights have the lows, the highs, and the fogs. The lows double as DRL (Daytime Running Lights) with a reduced voltage (8volts rather than 12volts) when the car is on, when I turn the headlights on it switches to full voltage (12 Volts). I don't have this 5w parking light in the headlight (or never noticed it...), I do have a dual filament bulb in my turn signal lense in the front, this provides the stupid "Orange dim to Orange bright), the Orange dim is what I called the "city lights". 

I agree the Euro version, makes more sense...

the so-called "city lights" in the American speak are the regular 5w 
parking lights built into the headlight itself. In our cars they are in 
hte High beam reflector.

According to the Euro code the front parking lights are always white. 
The turn signals are always orange, front or rear. They don't have this 
confusing noncence that we have to cope with here in the States. With 
the Orange dim/Orange bright in the front, and the Orange parking lights 
which makes the Orange turn signals indistinguishable.

The same holds true for the rear lamps, unlike the confusing American 
all-red rear lamps. Europe has done away with this crap back in the 1970s.
