[s-cars] sympt of a stock turbo failing?

Wondering about the sympt of a failing turbo...
louder?  The turbo whine on my fathers 93 s4 (MTM
stage1 with samcos) is noticably louder than his 95 s6
avant or either of my 95.5 s6's... no noticable loss
in power
So what happens when they start to go?
Are they rebuildable - any sources?
He's not really interested in increassing power should
this one die.
