Mark,
Tell them yes you saw it, but it was bouncing in the road (perhaps
someone in front of you hit it before) and as such you couldn't avoid
it. Being a moving object they shouldn't cite it as an at fault
accident.
Now be forewarned, you may have to argue your point. I had a good
friend hit a 5 gallon bucket of paint that fell of the truck in front
of her. Because it was moving and off the ground they didn't cite it as
an at fault accident.
The key thing is that you have to tell them it wasn't just sitting
there in the road..they expect you to drive around it then. It wasn't
stationary, it was moving, maybe bouncing is a good description because
it implies that it was off the road.
