This all depends on altitude. The controller on our cars is largely based
on maintaining a constant absolute manifold pressure; it has a little bit of
adjustment for target pressure above about 4k feet in altitude but not a
ton. As the ambient pressure goes down (i.e. altitude goes up) the boost
goes up to maintain a relatively constant manifold pressure. When driving
at 6k feet here in the South Denver Metro area, I normally see between 20
and 21 psig with a stock chip at altitude. When I go down to sea level,
i.e. long distance trips to the midwest, I usually max out at about 18-19
psi. So the answer to your question depends on where you are at.

I just got around to installing a boost gauge and was wondering about stock
boost levels. I have only had the car 4 months, the previous owner bought
it from a friend in Vail who was an enthusiast and had two UrS4s. I have no
idea of what was done to it. It has Eibach/Bilstien suspension. The
Michelin man hose was replaced with a Samco. If I recall, stock boost
should max out to about 16~17? Is that right?
On the freeway, 5th gear WOT, it boost to 22 and then settles around 20-21,
with no surging, same in 4th. Could it be chipped? I will pull the ECU and
take a look at the chips next week. Wastegate was cranked in, but I
loosened it all the way flush because of surging. Boost is very smooth now.
