By ECM do you mean ECU?  The silver box that lives in the passenger footwell under the carpet and under the two black plastic plates?  If so, I am guessing that you may have not reattached the boost hose properly and your ECU is not getting any boost signal - leaves you with only about 6 psi of boost based on the wastegate spring.  Not very much.  Do you have a boost gauge?

Why did you remove the ECM/ECU in the first place?  Doesn't make sense to me.
