Wayne,
I've used big hose clamps on each end of the effected pipe. tighten' em' up
good and the rattle should go away.

Bob,
this is one exemplary comprehensive answer. Rivals those professional
laconic one-liners of my good friend and fellow lister Stefan Richter. :)
English is a very efficient language when properly applied.
Example: my wife's six bottles of shampoo in our shower. French and Spanish
take twice as many characters as English does in telling me what I am
putting on my hair. Not that I spend alot of time on this, just an
observation.......
I now have two definitions for "POS". I only hope, that when applied to my
new garage queen, it is the ONLY one.

If my theory is correct about the root cause of failure, the POS is not a
POS. The bracket and thermal grease used by Audi are a POS.

What is the preferred remedy when the heat shield on the downpipe (between
turbo and cats) turns into junk metal rattling around on the pipe? Do you
just tear it off, or must something else be done? I assume that buying a
new downpipe is the least-desirable solution.

Indeed in order to determine if said POS is actually a POS, or if it's the
heat transfer and heat sink's being themselves P'sOS one would need to take
that temp of the POS while running and producing it's output power.
Perhaps even one might surmise that the POS is becoming a POS due to low
voltage caused by a POS alternator or POS battery.
These can increase current draw thru the POS, thereby increasing the heat
output.
Now I could go on all nite with this but I feel "the list" eyeing me for a
Colorado mafia hit.
But since I am near sea level, I'm not worried. They only have power above
8000 ft ;-)

I believe it was at this point I ordered the Stromung system.

Low voltage is not going to cause increased current through the device.
The POS drives the coil which is not a constant power device it is a
constant impedance device.
When the supply voltage is low the current will also be low.
As far as taking the temperature of the POS, we would need to know the spec
of the POS to know if it was being violated.

Why in the world would a good engineer put electronic devices so close
to a turbocharger and wastegate if they were concerned about keeping the
electronics cool? IMHO, our urS cars show an interesting mix of
thoughtful and thoughtless engineering decisions.
