[s-cars] Another Q for the smart guys

Non-scientific observation: I can be lugging along on the highway at partial
throttle and constant speed (i.e. steady state)and my boost gauge will
indicate e.g. that the pressure in my intake manifold is -(minus) 0.3 bar.
To me this says that my intake cycle is fighting negative pressure to suck
in air.

I am only just beginning to crawl up the learning curve. I know the gauge is
damped and that the pressure transcients are smoothed out. I am sure the
plenum volume helps too. Possibly, the pressure may momentarily higher
during the intake cycle. But still it surprises me. On a time average, we
are struggling for air at partial throttle in parts of the rpm range. Is
this the reason engines can show such low VE's at certain rpm's? What if I
increase the volume of the intake plenum? Might this improve partial
throttle performance or just give me more lag?
