Newer cars in North America have a lot more restrictions about what can
be
put near a passenger's knees.. there have been a lot of accidents over
the
years where a person is thrown forwards and they severely hurt their
legs.
You'll notice the nice soft padding on this area of newer cars.
Not sure if this is the exact reason for this changeover, but that would
be
my guess
