a 2003 cobra goes for about $25k-$30k right now.  there's one on cars.com
with 5k miles, asking $26.4k.  it's in south carolina - not terribly close
to you, but not too far away to drive home.

like i said, it won't be very refined, but it'll have lots of power,
and that 390 hp factory rating is conservative.  the only reason it 
doesn't have a better 0-60 in the magazine tests is traction.  minor
mods will easily put you in the 11 second range for the quarter mile.

you should figure out what you want.  if it's handling, you could pick
up a cheap miata, put a spec miata suspension on it, and run 15" RA-1s.
it'll be the closest thing to a kart that you can drive on the street
(at least until the lotus elise hits the market).  then buy a mustang
or camaro with big horsepower with the rest of the budget.
