Igor,
Nuts or not you can probably get the car smogged in CA with out to much
trouble. I looked for the emissions limits but could not find them. The
testing done in CA is a bit different but I think your CO% and HC ppm are ok
but the NOx is high. High NOx level are often associated with lean mixture
(high combustion temperatures), poor EGR and/or failing cat converter. Get
it tuned up and the EGR (if it has it) cleaned out and see how clean it is.
Most well maintained vehicle will pass the test and CA does not check for
any safety items just smog. It's OK to injure and kill people here with
unsafe cars but you can't pollute the air.
CA discontinued the "out of state emissions impact fee" after the courts
found it unconstitutional.
Huw, your brother could have filed a claim and got his money refunded to
him.
