i'll also point out that the smog impact fee didn't exempt you from
having to get the car smogged.  however, the emissions standards used
would be the 49-state, rather than california.

it didn't matter if your car could pass the california levels - if it
wasn't certified as CA-compliant, you had to pay the $300 fee.  as jim
says, that fee is gone, and you can get a refund (with interest).
