Is a spring tensioner required? Does the belt stretch over time?

If not, why not develop a non-spring tightener and avoid the possibility of
a failed clock spring?

Improving the serp belt tensioner would be a lot more beneficial than
making a stronger timing belt cover.

How many failure modes are there for this serp belt, anyway?
