I can only speak for Florida, although I think most states are the same. The
state needs both officers for trial. The airplane officer must testify as to
the speed, must testify he observed a particular car, he observed the ground
officer get behind the right car without the airplane officer ever losing
sight of it,  and testify as to how speed is measured. The ground officer
has to testify that he was instructed to pull over a particular vehicle,
that the airplane officer confirmed it was the right vehicle, he put down
the speed given to him (the major element of hearsay, which is an OUT OF
COURT statement used to prove its truth), and that he identified the
defendant as the driver of the vehicle. If any of those elements are
missing, you should receive a not guilty (notice I did not say innocent)
verdict.
