I had this very problem years ago with a VW Dasher...anyone remember those? 8-]
The problem was that there was so little antifreeze in the system that
the water in the cooling system actually froze....hence no
circulation, hence no heat. Engine got very hot, of course. Once I
got the car to a warm place the freeze thawed out and I added more
antifreeeze, no more problems.
