[s-cars] Wastegate Spring and IA III+ chip

I backed it all of the way out (can't turn to the left anymore) this
morning and the stuttering seems to be gone. I will try to tighten a
few turns and see if that improves boost without causing more
stuttering.
How many turns is max?
Anyone know IA specifically?
