Jim,
I'm not sure what you describe as "sensing an over-boost condition at
higher revs" is actually the cause of the timing dial back. More likely
the dial back is a result of knock sensor activity. I haven't experienced
an overboost cutout in my urS6 but I did experience it in an '89 200 I had
a while back. When overboost was detected the cutout was exactly that - a
CUTOUT. It was like hitting the proverbial brick wall. What you are
experiencing is, I suspect, a sudden decrease in power level but the engine
keeps running just at much reduced power level. That is, as you suggest, a
timing dial back but it's cause is, IME, the detection of a bit of knocking
by one or both of your knock sensors.
