I think without a doubt this would be the case.  In the stock location, it's 
tough to get air to the face, and it looks even worse getting air out the back 
side.  We tried sealing the IC in stock location to the bumper cover, and saw 
a 10-15hp gain on a G-Tech.  This was on a car that was missing the bottom 
cover, however.
