[s-cars] Is this the exception to the rule?

I think by definition a 95.5 S6 was a 96 spec car built between July,
1995 and Dec. 1995 only for consumption in the US of A. All such cars
have a 121xxx VIN. A car with 118xxx, to me, does not compute as a
95.5. The Monster Survey data base has a May 95 S6 with a 113xxx VIN so
I would think that the 118xxx car was likely built in June, 95 and
therefore because we know they made changes in the production run, may
have all the 96 (or 95.5) features even though it is supposed to be a 95
car (not 95.5).
In other places, the 96 spec cars had much different VIN's eg:
9/95 63xxx with ZZZ = an S6 sedan in Britain
9/95 25xxx no ZZZ = an S6 sedan in Canada (a guy I know in Calgary)
10/95 25xxx with ZZZ = an S6 sedan in Germany
10/95 26xxx no ZZZ = an S6 in Canada (a guy I know in Regina)
Was the build date mentioned for the 118xxx car?
