Well,
1 PSI=27.68"WC (inches of water column)

So at -27.68" WC there would be no pressure, or absolute zero.
Inches of Water column is a odd measurement, same as inches of mercury.
It's well used, but it's a North America thing, as in Europe they like BAR.
0 BAR is absolute 0, or -27.68" WC.

Really that 1 PSI is not exactly correct as it is 1 PSI Gauge. Which is of 
course atmospheric pressure AT SEA LEVEL.

But this is all way too much info for a Sunday afternoon.

As for you road tax problem, I can't help ya.  I  get my own. :-)
