Brian,
I don't quite recall, but I believe that wire is meant to be bare.  I
suppose if it had any insulation it would have to be something that doesn't
get eaten away by gasoline.  I don't see any harm in replacing it but I
don't think I would bother unless it was absolutely necessary - I'm not sure
of the material - does it appear to be copper?
