The caliper bolts have directional serrations under the heads,
so you might try tightening them first to see if you can get them
to break free even just a little that way.
Also, make sure to put some penetrating oil at the bolt ends as
well as the bolt heads. There's not much room between the  rotor
and the strut housing flange where the end of this bolt emerges.
But you can still get some penetrating oil in there.
I've found that sometimes using both Liquid Wrench and PB Blaster
helps. PB Blaster seems to be a little thick to get into some places.
