[s-cars] Fluttering Sound from Turbo?

Or possible there is no vacuum to the By-Pass-Valve thus causing the
compressor on the turbo to stall/surge when coming off throttle.

Sounds like either the Blow off valve to me.

Check and make sure it's not in backwards
