[s-cars] RF Remote Mystery Solved

Thanks to Baloney's insistence that he couldn't beleive I'd replaced
the battery on my RF remote and not had to reprogram it, I figured out
my mystery of the sporatic RF operation.

The new-battery remote was indeed not working, but to compound things,
if you tried to use it, it would lock out the good remote for 20
seconds.  Hence the sporatic operation.  I thought I had verified the
new-battery remote before, but I suppose I hadn't.
