To the best of my knowledge that was for US market only. OBD II was a requirement for model year '96 and subsequent, which is where the 12/31/95 cutoff date for US bound S6s comes in. Anything built prior to 1/1/96 could still be labeled as a '95 or '95.5, and wouldn't need to meet the '96 model year requirements. Since the '96 & '97 S6 was never imported to the US, it didn't have to meet OBD II. Otherwise they would have most likely continued to sell them in the US and the '95.5s with their unique serial number series would never have existed.
