You beat me to it!
I checked Bentley and it's the fog light relay J5 located in the Aux
relay panel under the hood in position #4. As your picture shows, all
that is needed is a short jumper with a male spade connector on each end
and jump the terminals between #30 and #87. This completes the circuit
to allow the fog lights to be on without the headlights on.

It is
also relatively easy to make the rear fog work independently of the
front fog. In that case it was a matter of putting a thin piece of
insulating plastic between two contacts inside the rear fog switch. I
can dig up the relevant info on the rear fog if anyone is interested.
