[s-cars] fog lamps w/o low beams

I live in Europe. In most countries here, fog lights together with low beams 
is not allowed and you'll get a fine anywhere from $50 to $300 for driving 
with both switched on at the same time. You have to use either fog lights OR 
low beams. Driving with both on at the same time just floods the area right 
in front of the car with light, and then you're unable to see anything 
further in front of the car. You just can't do much about obstructions 10 
metres in front of your car while driving at highway speed.. :)
