I am under the impression that in Europe no High beams were allowed with
the Fogs, whereas the Low beams were to be turned on with the Fogs
mandatory. At least 15 years ago.
OTOH the solitary fog lights make much more sence. Being geometrically
the lowest set of lights on the vehicle they put the light under the
fog. The fog usually sits at 20 to 30 cm above the ground.
