[s-cars] fog lamps w/o low beams

Japanese vehicle code is very similar to German code in most respects
and I know that Japanese code does not allow fogs without lows- that's
an illegal lamp configuration.

I'm surprised that any country would allow fogs w/o lows- ever see the
idiots driving around in their BMWs with just fogs and no lows? I've
seen this even on a dark night at highway speeds- I have no idea how
they see.
