Nothing can come out of the valve cover, it isn't vented... it's just a tube
that runs through it.
However that could mean that the PCV's are clogged or not doing their job

There are no stock PCV valves in the OE setup... and you won't feel any
pressure there. The only time this occurs is during bypass, at which time you are
pressurizing the crankcase, and forcing oil where it shouldn't go.

Pressure can't go in to the valve cover. It will go THROUGH the valve cover
(remember it's JUST a tube) and ultimately into the crankcase.
Seems easy enough to try out and wont hurt anything assuming I have the PCV

You are on the right track. Try the PCV, and see if it helps the situation.
