Once upon a time, the electronics solvent collection available from your 
local supply included volume control lubricant.  Tuner cleaner may not 
be optimal for your purpose, at least for the final squirt.  However, if 
the real problem is not a dirty potentiometer wiper, but instead a blown 
interstage capacitor, changing the volume may be changing a dc voltage 
too, and that is very likely to be noisy (and not repairable with solvent).
