It is a fairly straight-forward process to rebuild the steering pump.
I'm not sure what sound you are describing; however, there is a
plastic seal inside that may be the sound you hear rubbing. A rebuild
kit is about $35 from the dealer and is simple to do (except for the
main shaft seal which requires a hydraulic press; however, if it isn't
leaking, don't change it).

I rebuilt the pump in my 90q20v and it has been great ever since.
