[s-cars] car won't start

[LL - NY]

Not a 100% (found the FPR in my friend's C4 100CSQA) if it's the same
in the UrS's but there's a relay panel under the steering column, but above
the pedals behind the knee bar padding in the dash. You need to remove 
a bunch of 10 mm (maybe 8) bolts to get to the panel.
