The panel you need to remove is under the steering wheel.
You can see the relay panel just below and to the left of the steering
wheel.

I've got both the driver and passenger footwell covers off. Each relay
panel has exactly one relay in it. Neither have the requisite number
(per Bentley) of pins. Pulling the driver side relay and checking
functionality, it appears to be the sunroof control relay.
on the passenger side: it is a relay with 324 stamped on top, Audi P/N
447 965 571 A on the side. (ETKA says part number unknown), the relay
is in position 5.
Bentley says the relay is in position 6, which leaves the central
electrical panel, beneath the knee pad on the driver's side.
We'll find out shortly (no pun intended).
