Well, Porsche apparently thought that clipping the the turbine was a good idea.  It is already done on the RS2.  One of the mysteries of the RS2 turbo revealed (hah!)...  :)

The turbine wheel isn't the problem... it's the compressor.  It is  only 
capable of flowing about 34lbs/minute before it's off its map.  My  GT30R's 
turbine wheel is only slightly larger than the RS2's, and has no  problem flowing to 
8k rpm, and making 100 more hp (same dyno, same correction,  etc, etc...).  
This is due to the fact that the compressor can  move 50lbs/minute while still 
within the 72% efficiency range.
 
By Corky's "rule of thumb" this means you're off the RS2 compressor map at  
about 340 crank hp.  Messing with the turbine wheel will effectively buy  you 
nothing.
