Seems a touch low but not unreasonable.

I see about 10-12 litres/100 km (metric) which converts to 19-22 miles
per US gallon with 50/50 city highway.

As Chris said, a new O2 sensor can make a small difference and black
smoke is not a tell tale sign of a bad O2 sensor.
