[s-cars] removing timing belt upper plastic guard

I believe you need to remove the serp belt tensioner to remove the
timing belt cover.

S-heads,

I am trying to remove the timing belt upper plastic guard to check on a 
strange noise I've been hearing lately (rotational plastic scraping, not

continuous but definitely on a consistent cycle).  I've removed the 2 
obvious spring clips, but as I tug the cover upward I can only move it 
about an inch before I can no longer move it.

Does the tensioner need to be moved or any other parts removed in order
to 
remove this plastic cover?
