I remember that about Ohio, Eric.  I believe you.

Some years back I did a quick one day run from southern WV to Columbus, 
Ohio, and back.  I counted 13 incidents in which some dork pulled onto the 
highway from a side road requiring a full out brake check on my 
part.  Eleven of the thirteen brake checks happened in Ohio.  Two were in 
WV.  Those two "drivers" in WV were both sporting Ohio plates.
