For my 3 cents worth...
Longer means better cooling lower exit temps, but at a cost. Longer means
more restriction to flow. This can be a problem, but not for a GT3071R. You
are not going to have a problem with pressure there my friend. A few psi
will not likely provide much more heat to the compressor exit temps as long
as it remains fairly efficient.
Longer is easier to fit, as long as it's not TOO long, and may infact see
better air than a taller one that's hidden behind half the bumper.

looking to put a bar and plate FMIC on my '93 S4 ,have seen may different
sizes and wondering what the largest that will fit in the front of that car,
Going 034EFI stage IIa with a Garrett GT3071R turbo and will need to flow
some air ,ANY BTDT with a 24x12x3 ??? or is that too large, was looking at
Javads 20x9x3 on the 034 site but thinking a little bigger........TIA
