It would check the O2 sensor output voltage at idle.
If the sensor and closed loop feedback are working properly,
the average voltage should be around 0.4 to 0.5 volts.
If a scope is available you can confirm that the voltage is
toggling back and forth a few times per second around this
average value.
Running the 4 gas analyzer on the output tap before the
cat would help determine whether the converter is
defective or it's just being overloaded by very high
HC input levels.
