So ya there are small parts in the meld, the mixure of base metals and
welding rod, where you could say that it isn't really stainless steel
cuz the chromium content is so low. Or at a minimum it's not what you
started with.

I'd probably question that. Welded at the proper temperature under an
inert environment one would be hard-pressed to create any chemical
reaction much less a reaction which changes the composition.
now if one were talking about changes in the lattice structure I might
be inclined to listen.
