[s-cars] deteriorating clearcoat

My understanding is you need to sand down to/through basecoat into primer or
bare metal and then prime, base and clear.  That is to do the job correctly.
I assume mixed results would occur if clear and base is not removed prior to
priming.

 

I have hear there is some primer that goes directly over a base or even a
clear and bonds to it.  I don't know how well it works, but have heard it
works well and save a lot of labor.  Of course the better your prep the
better the job.  Any imperfections in prep are amplified during the painting
process.

what's the right way to fix this problem?  can the old clearcoat be wet
sanded and covered with new clearcoat?  does all the old clearcoat have to
come off?
