My mistake in memory- the C&D test did take into account price and
treadwear, but
it was heavily performance biased:

Dry performance 600 pts.
Wet performance 300 pts.
Price 100 pts.
Treadwear 100 pts.

Total possible 1100 pts.

They didn't take into account ride quality and noise.
