In addition I suspect those who use an alternate means of locking the crank
to tighten the bolt (pin through the flywheel, rope in a cylinder) or use an
impact gun may be in danger of shearing the key when tightening the bolt. As
the bolt comes tight, friction on the pulley face will make it want to turn
with the bolt. The OEM locking device locks the pulley in place, not the
crank.

The gear is supposed to be retained by friction between the back face
of the gear and the front of the crankshaft, hence the very high
torque figure for the crank pulley. The key is merely there to locate
the pulley correctly during assembly. Even a nice strong separate key
(as used in older engine designs) will quickly be beaten into a pulp
if the pulley bolt loosens, or is not tightened correctly.
