That's an interesting theory as well.  The odd part, however, is the lack of the engine's ability to respond to pedal input during this short time doesn't "act" like an ignition issue.  There is no miss or stumble, just a refusal to rev.  It is still smooth.

How long does the heater in the O2 sensor operate after startup?  Does the
ECU control this?

If there is some common wiring between the +12V to the coilpacks and the O2
sensor heater, is it possible the coilpacks are seeing a voltage drop while
the O2 sensor heat is on?
