[s-cars] 3071 turbo & Pastore RS2 code question

No, the manual boost control would not get the pressure to open (or vacuum to hold closed :-) ) the wastegate until the overboost happened.

You would place it in parallel to the n75 WGFV, there it would act as an upper limit or an operating controller what erver mode you wanted.

Can you just install a manual boost controller in line with the N75 so that it maintains the same boost curve, but doesn't allow it to reach 30psi?

I can write a boost map that allows 30 psi starting at 1000 rpm and running
to redline, but it will not do much good.
What will happen (likely) is that the turbo will spool up, when it builds
enough heat and pressure it will be at full speed and the wastegate will not
    pull it back fast enough.
