Regarding the cruise, here is a condition that I found on mine.
Cruise quit working and I went through the usual debugging.  Upon
looking at the linkage under the hood, I found that the vacuum
actuator had become unbolted from it's bracket on the block.  The
cruise system worked but because the actuator was not fastened down,
it would not affect the throttle.

I tried in vain to get my fingers back there to get a nut on it, but
to no avail.  I decided that I would wait until there was a reason to
disassemble more of the intake system to gain clearance.
