Yes, this is "normal"... in the peciliar whacky Audi way. It has been 
like this forever.
"Auto" = A/C. "Econ" = Heater. Why? Shoot me if I know... You should see 
my wife's 2004 Allroad. It still(!) has no manual OFF button for the 
whole HVAC unit, and in addition to this idiocy Audi did away with the 
A/C Off button too.

I hate this.
