[s-cars] RS2 sighting - again

I don't think you're seeing totally legal cars- there are always grey-market
cars around that somehow skirt DOT/EPA regs. The most likely source for 15+
yr. old cars is through Canada.

The only way that you can determine that you have a fully legal car is to
insist upon full DOT/EPA paperwork done through an RI and verifiable.
Otherwise, you do run the risk of having the car impounded and destroyed.
